· Responsible for supporting development and submittal of the License Termination Plan (LTP), including development and assessment of site characterization and other radiological information required for completing dose modeling (e.g. Residual Radiation (RESRAD)) and Derived Concentration Guideline Level (DCGL) values. Supports Site Characterization and Final Status Survey (FSS) planning and implementation in accordance with the Multi-Agency Radiation Surveys and Site Investigation Manual (MARSSIM). Manages Radiological Engineers and other staff to ensure timely completion of dose modeling and LTP chapters. Interfaces and supports technical and regulatory requirements with organizations such as the Nuclear Regulatory Commission (NRC), State agencies, and Oak Ridge Institute for Science and Education (ORISE) to facilitate acceptance of the LTP and FSS results.
· Supports program, plan, and procedure development and execution for survey and radiological engineering activities required for development and submittal of the LTP.
· Provides guidance for appropriate land, building, structural and component surveys, sampling, and analysis for critical data required for dose modeling and DCGL development.
· Outlines and prepares key chapters of the LTP; e.g. Chapter 2 (Site Characterization), Chapter 5 (Final Status Survey Plan), and Chapter 6 (Compliance with the Radiological Criteria for License Termination) and coordinate/track efforts for other LTP chapters, as required.
· Manages the schedule, editing, quality and timely submittal of the LTP and address all NRC Request for Additional Information (RAI).
· Performs dose assessments, risk assessments and modeling using codes such as D&D, RESRAD, RESRAD-BUILD, and DUST.
· Develops appropriate Technical Basis Documents supporting characterization, LTP, and FSS operations.
· Provides technical guidance for the development of the FSS plan, procedures and protocols.
· Provides support for interactions with the NRC, ORISE and other regulatory and technical agencies, as required, including coordination of site confirmatory surveys ensuring that characterization and Final Status Surveys meet required data quality and release limits.
