Responsibilities

PeopleTec is currently seeking a Identity Data Management Specialist to support our Colorado Springs, CO. location.

The employee shall serve as an Identity Data Management (IDM) specialist in support of sensitive USASMDC activities and operations. Coordinate with supported DoD and Non-DoD agencies to formulate and implement effective strategies and mechanisms to reduce the risk of compromise to sensitive programs and operations. The IDM Subject Matter Expert (SME) will provide IDM operational and training support while serving as the organization's SME for IDM matters, to include planning, coordination, training, implementation, and management; provide policy recommendations to the commander; prepare and submit reports regarding IDM operational activities. Apply comprehensive vulnerability risk management practices and principles to create and execute an IDM program to augment and enhance the Command's operations security program. Work closely with the USASMDC's Security (G-2) and Operations (G-3) sections during the "Planning and Directing" and "Evaluation" phases of the intelligence cycle.

Duties and Responsibilities:

    Experience and understanding of a broad array of operational space systems, preferably with operations and DoD HQ-level experience
  • Create, sustain, and implement IDM plans for space operations. Identify requirements, incorporate mitigations and lessons learned into the development process, and refine IDM TTPs
  • Create, coordinate, implement, manage, and execute IDM plans, amendments, annexes and all staffing documentation in direct support of space and USASMDC operations
  • Conduct technical supportability reviews for submitted IDM Plans, requirements, and amending/supporting documents
  • Draft, coordinate, publish, and maintain IDM Policies and Procedures for the Command and support the review of plans and/or Standard Operating Procedures (SOPs) or other regulatory documents to ensure compliance
  • Establish and implement processes for requests pertaining to IDM development and its processes, to include requests for mechanisms, requests for sponsorship and systems support
  • Coordinate with supported DoD and non-DoD agencies to formulate, develop and implement effective mechanisms and strategies to reduce the risk of compromise to sensitive programs and operations
  • In coordination with G33, implement operations security (OPSEC) in support of USASMDC sensitive activities and operations
  • Provide administrative IDM support to IDM plans and missions, through development of realistic IDM elements and maintenance of database records optimizing readiness of deployable elements, enabling USASMDC personnel to execute missions worldwide
  • Identify, establish, and maintain liaison contacts and communications within Service and DoD channels for formal and informal coordination to effectively leverage and expedite support to the development, staffing, activation, execution, and termination of IDM plans as well as other required actions and communications
  • Conduct compliance reviews to include periodic inspections, audits, and inventories IAWs with applicable DoD regulations and laws
  • Perform up to four due diligence assessments and annual reviews of operational IDM plans as required by DoD policy to maintain plans, mechanisms, travel awareness, etc.
  • Advise on emerging technologies, vulnerabilities, and regulatory changes that may impact IDM programs and propose solutions to manage emerging issues
  • Utilize liaison contacts and national intelligence databases / reporting systems to maintain threat situational awareness in countries where USASMDC personnel are deployed or will deplo
  • Conduct quarterly management and accountability of IDM inventory
  • Provide IDM subject matter expertise during training events, conferences, working groups, and organizational meetings to support mission planning objectives and directed tasks
  • Develop and/or manage DoD certified technician and user-level training courses
  • Report significant IDM events/incidents
  • Perform other duties as assigned
Qualifications

Required Skills/Experience:

  • 2+ years of experience working in DoD Identity Data Management (or 2 years counterintelligence (CI)/Special Operations experience and 10 years military experience)
  • Working knowledge of DoD HQ Organization and Processes
  • Excellent oral and written communication skills for preparing, presenting, and communicating complex topics using available multimedia software and applications.
  • Able to use Windows based operating systems, MS Word, MS PowerPoint, and MS Excel.
  • 5 years of overall experience
  • Travel: 10 %
  • Must be a U.S. Citizen
  • An active DoD TS/SCI clearance is required to perform this work. Candidates are required to have an active TS/SCI clearance upon hire, and the ability to maintain this level of clearance during their employment.

Education Requirements:

  • BA/BS degree (or AA/AS degree and 10+ years overall experience)

Physical Job Requirements:

  • Must be available to travel to attend up to 3 one-time DoD training courses

Desired Skills:

  • 3+ years of experience working in DoD Identity Data Management
  • 2+ years space operations/Intelligence experience
  • OPSEC analyst/practitioner
  • IDM courses (or legacy equivalent): Advanced Technician Course, Advanced Planners Course, Due Diligence Course
  • Survival, Evasion, Resistance, Escape (SERE) Experience
  • Graduate of the IDM courses (Advanced Technician Course, Advanced Planners Course, Due Diligence Course) or legacy equivalents (or commensurate practical experience)
  • Familiarity and experience with DoD IDM fundamentals, missions, and functions
  • Detailed knowledge of IC policies, regulations, procedures, and processes pertinent to IDM
  • Expert knowledge of DoD IDM program and CI/HUMINT operations
  • Experience related to travel support and/or travel risk management
  • MA/MS degree

In compliance with Colorado's Equal Pay for Equal Work Act, the salary range for this role is $115,000 to $120,000; however, PeopleTec considers several factors when extending an offer, including but not limited to the role and associated responsibilities, a candidate's work experience, education/training, and critical skills.
