Job Title: Construction Mitigation Officer - Seasonal

Salary Range: $24.63/min - $27.09/mid - $29.56/max

Position Summary: Performs administrative duties to enforce local, state, and federal laws as they relate to stormwater management, utility connection rules and construction mitigation through the review of permit applications and initiation and follow-up compliance checks in the field, educating the public about the City's rules and responding to citizen complaints. Serves as a technical advisor on construction excavation rules, construction mitigation rules, stormwater management rules and utility connection rules. Consistent with the organization's values and mission statement.

Supervision Exercised and Received: Position is supervised by the Permits and Construction Supervisor or a Senior Project Manager.

Essential Job Functions

Permit Review
* Reviews building permit applications to determine compliance with the City construction mitigation rules, stormwater management rules, and utility connection rules. Plans, directs, and manages the review and issuance of temporary encroachment licenses including calculation of fees for activities within the public property. ensuring public safety. Meets with applicants and reviews their applications for completeness, coordinates inter-agency review of all licenses and permit applications as defined in engineering department policies, identifies problems, updates the City's license and permit database.
Inspection
* Meets with contractors for preconstruction meetings to review, discuss, and coordinate construction activities. Routinely monitors work sites to ensure compliance. Maintains permit status reporting. Performs routine field inspections and prepare inspection logs. Prepares field documentation as requested by supervisor. Provides observational support for Erosion Control activities. Reviews, analyzes, and interprets development projects for compliance with approved plans to determine whether a certificate of occupancy should be issued. Coordinates and conducts on-site investigations and field observations with the Development Engineer.
* Provides inspections required at time of Certificate of Occupancy. Final stormwater inspections are completed along with final water inspections. Works with contractors to ensure site meets code prior to issuance of Certificate of Occupancy. Final water fixture inspection develops into calculation of final tap fees due prior to Certificate of Occupancy.
Enforcement
* Reviews, analyzes, and interprets applicable codes, permits, and construction plans to ensure compliance. Works with applicable parties to maintain compliance. Manages the enforcement of applicable codes, regulations, engineering standards, and development controls related to conditions of approval, intrusions into the Public Rights of Way, Construction Management Plan regulations including development without proper permits and Utility connection permits. Coordinates and conducts on-site investigations and field observations. Educates violators with respect to the conduct observed in the field. Communicates with contractors and property owners and prepare litigation to enforce code and control regulations. Issues Notices of Violation of City Municipal Code, construction mitigation plans, and permit non-compliance. Prepares investigative reports for Notices of Violation including monitor report status. Receives direction from the City Attorney related to search warrants and case preparation of litigation of code violations. Responds, investigates, and resolves citizen complaints related to construction activities. Follows up with applicable parties through completion of complaint.
Coordination
* Coordinates with City departments to manage construction activities within City limits. Receives direction and assistance working in cooperation with the following positions: Development Engineer, City Engineer, Community Development Director, Chief Building Official, Utilities Finance and Administrative Manager, and Environmental Health Director.

Minimum Qualifications:
Education: High School Diploma or equivalent .
Experience: One year of enforcement of internal organizational policies, municipal code, or equivalent.
Technical Knowledge: Must be proficient in the following areas: Microsoft Outlook Email, and a basic understanding of computers and online computer-based technology applications, which includes accessing web -based platforms.
Licenses & Certifications: Must possess a valid Colorado Driver's License or be able to obtain one within 30 days of start date.
NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge and skills as determined by the City of Aspen may be substituted for the requirements above.
Preferred Candidate:
* Associates or Bachelor's Degree in Construction Management or related field.
NOTE: This position requires a Criminal Background Check upon hire. Employment is contingent upon successful completion of a Criminal Background Check.


Position Type and Work Hours:
* Regular full time, hours may vary with workload. Flexible days and hours may be allowed upon supervisor approval.
* Evenings/Weekends may be required depending on department needs and special projects. Occasionally (monthly) will be required depending on department needs and special projects.

* Outdoors/Off-Site: Meetings, trainings, and site visits at a variety of city facilities and areas.
