JOB SUMMARY

Lead a TANF Case Management team with support, guidance, training and supervision all with the goal to support participants successful transition to employment, participation and a higher level of independence.

ESSENTIAL FUNCTIONS

TANF Program Coordination

The TANF Supervisor will assist the TANF Program Manager with program oversight for the TANF Case Management Program. The Supervisor will be proactive to assist the Program Manager in developing new and improved procedures and processes as needed to address changing regulations and guidelines, as well as to implement continuous quality improvements in all facets of programming.

Staff Supervision and Development

The Supervisor is responsible for providing direct supervision to Case Managers. The Supervisor will coordinate and monitor direct reports in all areas of the operation to ensure all workers are utilizing best practice models and that program recipients are receiving quality services. The incumbent is responsible for working through all personnel issues for direct reports including performance evaluations and will assist the Program Manager with interviewing, hiring, and terminating staff directly and indirectly supervised. The Supervisor will also proof and approve timecards for staff and is responsible for ensuring staffing coverage is appropriate by managing vacation requests.

Tracking, Documenting and Reporting

The Supervisor is responsible for monitoring performance reports received from Colorado State Department of Human Services (CDHS) to ensure full compliance. In addition, as a supervisor, the incumbent will monitor the work of the staff for accuracy and appropriateness, including IRC's, computer entries and files. Keep accurate records of jobs obtained, utilizing direct contacts, CBMS, collateral contacts and other means to obtain information.

Relationship Management

The Supervisor is responsible for trouble-shooting client problems and complaints via the phone, in client meetings and/or with case managers to de-escalate situations. In addition, the Supervisor will take the lead role in providing support to direct reports with client problems or concerns. The incumbent will communicate routinely and consistently with all Goodwill co-workers, supervisors, and Department of Human Services (DHS) staff, demonstrating a high level of customer service with all interactions. The Supervisor will also maintain close contact with referral sources and other service providers. The incumbent will assist with special projects, serve on committees as needed, attend all pertinent staff and other meetings as required and perform other duties as required by the TANF Manager.

Research and Industry Involvement

The Supervisor is required to research in order to keep skills and knowledge updated by reading trade journals, various appropriate Intranet and Internet sources as well as print media as needed to be aware of trends, theories or initiatives within Case Management, Colorado Works, Work Programs, CCCAP childcare system, Subsidized Employment Programs and other applicable programs and services. The incumbent will maintain a working and current knowledge of all laws, regulations, policies, directives, systems forms and available professional material pertaining to and applicable to this position. The incumbent will seek out seminars and symposiums for ideas and stay current with trends in new software, tools, and resources available. The Supervisor must also maintain a working and current knowledge of Goodwill policies and procedures, as well as community resources, and services available through the Department of Human Services.

Minimum Qualifications: A Bachelor of Arts or Bachelor of Psychology, Social Work, Sociology or Three years' experience working with the Department of Human/Social Services or in a similar capacity and population. It is preferable that experience includes program management, staff growth and development, systems for working with disadvantaged populations. A valid Colorado driver's license without a history of violations is also required.

The incumbent must have the ability to work independently, to be resourceful, self-motivated, and creative to modify and/or restructure programming and service delivery to the participants receiving services from Goodwill Denver TANF. The incumbent must be able to: meet deadlines, meet program outcome requirements, implement programs and processes that enable the achievement of individual, departmental, and organizational goals through effective planning and development of staff. The incumbent must have professional written and verbal communication skills and demonstrate the ability to interact with various types of internal and external customers.

The incumbent must be personable and professional while maintaining sound working relationships with many diverse customers, clients, employees, referral sources and other colleagues in a culturally respectful and appropriate manner. It is also preferred that the incumbent understands the needs and capabilities of TANF recipients, as well as knowledge of the culture of poverty and the Colorado Benefits Management System. The Supervisor must have experience speaking effectively to various small groups in a presenting/informative role. Position requires sitting for extended periods and using a computer keyboard for a minimum of four hours each day.

The incumbent must maintain confidentiality. Overtime and Weekend hours may be required.
