Job Title: Planning Technician
Department: Community Development
Classification: Non-Exempt

Hiring Range: $29.08/hour - $32.72/hour
Salary Range: $29.08/hour - $43.62/hour

Position Summary: This position works with other members of the land use planning team (12 members in total) under the larger umbrella of Aspen's Community Development department (Planning, Building, Environmental Health and Sustainability). Performs entry-level planning work and a variety of complex administrative and technical duties to provide support and service to the public and Community Development Department, consistent with the organization's values and mission statement.
Supervision Exercised and Received: Works under the general direction of the Planning Director and is supervised by either the Principal Planner or Zoning Administrator.

Essential Job Functions:
Customer Service and Records Keeping
Serves as the primary 'planner of the day' providing customer service to the public in person and by phone by answering technical questions related to land use code, official zone district map, and departmental procedures. Confers with applicants and the public to explain, interpret, and discuss regulations, plans, and polices as they relate to proposed development, and provides verbal and written communication as needed. Maintains records and files for data tracking purposes according to departmental procedures.
Permit Review
Reviews building, sign, and temporary use applications to determine consistency with the City Land Use Code, including dimensional standards, outdoor lighting, and Residential Design Standard requirements and any conditions of approval. Researches property histories and records to determine background information. Coordinates with applicant and/or other departments to obtain clarification or correction of submitted material. Reviews land use applications for compliance with zoning and other development regulations. Completes a mixture of office and field work to ensure accuracy of permits. Delivers high quality, accurate results, while effectively maintaining and enhancing existing organizational systems and standards. Provides zoning research, field inspections and documentation, or analysis of current conditions for zoning enforcement. Tracks changes to the Official Zone District Map.
Inspections
Performs Certificate of Occupancy inspections to ensure constructed projects comply with approved building permit plans and land use approvals . Performs routine field inspections to identify zoning violations.
Planning Support
Provides assistance to Director, Deputy Director, and other Community Development Staff as needed for current planning case review or special projects including but not limited to opening and closing cases, preparing legal notices, research, field inspections and documentation, and preparing graphic aids or other presentation support as needed.

Current Planning Caseload
Reviews and analyzes administrative land use applications, written application materials, and other application documents for consistency with applicable provisions of the City's Land Use Code and Comprehensive Plans. Researches property histories and matters pertinent to land use applications. Coordinates referral agencies to facilitate timely, complete, and accurate comments. Confers with Planning and Engineering staff to ensure compliance with code, conditions of approval, and representations of the applicant. Conducts site visits with applicants. Formulates staff position and drafts Notices of Approval for assigned land use cases.

Minimum Requirements:
Education: Bachelor's Degree in planning, architecture, landscape architecture, business administration, or related field.
Experience: One year of professional experience in planning or municipal government administration.
Technical Knowledge: Must be proficient in Microsoft Word, Excel, Outlook (Email), and have a basic understanding of computers and online computer-based technology applications, which includes accessing web-based platforms. Experience using Salesforce platform is desired, but not required.
Licenses & Certifications: Must possess a valid Colorado Driver's License or be able to obtain one within 30 days of start date.
NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge, and skills as determined by the City of Aspen may be substituted for the requirements above.
NOTE: This position requires a Criminal Background Check upon hire. Employment is contingent upon successful completion of a Criminal Background Check.
Position Type and Work Hours:
* Regular full time, hours may vary with workload.
* Evenings/Weekends may be required in addition to or instead of normal hours depending on department needs and special projects.
